The complaint must be made no later than 21 days from the date on which the baggage should have been placed at your disposal. Limitation of Liability on Lost Baggage
Japanese airlines will compensate for lost baggage within baggage liability limits according to laws and regulations applicable to baggage-related accidents. The liability limits vary by itinerary and different airlines.

However, in case passengers have submitted a declaration in advance of baggage of personally high value and paid the applicable charges, may get the compensation beyond the baggage liability limits. Generally, liability for loss of checked baggage is limited to US$20.00 per kilogram (2.2 lb.).

If your bag is lost for good, some Japanese airlines are required to reimburse you up to $2,800 per incident, not per baggage, and it is not based on replacement value. The airlines will give you depreciated value. And it's also important to note that exceptions are made on things like jewelry, electronics, furs and negotiable documents. You can also go to your homeowners policy after the airline settles with you, trying to get the rest of your loss back. If you're still not satisfied with the result, you can take the airline to small-claims court.
