Carry on luggage with wheels afford a great degree of convenience to passengers.
However, adequate care should be taken to ensure that the size of the luggage that you are carrying is within the maximum permitted by the carrier and that the wheels, handles, and leg/feet are taken as inclusive. After all, the issue revolves around an inch or two at best. By assuming that the wheels/legs are excluded you could be walking in to an embarrassing situation.

With most airlines the maximum size of the carry on luggage is pegged at 45 linear inches or 22x14x9 inches. When your luggage sports external pockets, the manufacturer reckons zero inches towards the pockets. However, when you fill these pockets, they can potentially add an inch or two making it difficult for you to stuff your luggage in to the overhead bin. While airlines continue to strive towards providing maximum storage space in the overhead bins, you cannot expect every passenger to be able to use the upper limit prescribed.

Airlines rules are rules and must be respected and complied. Understand that the luggage templates at the gates have no mercy for anyone. So even if your trouble is with just an inch, it is trouble enough and the only option you will have is to check the luggage. This option can be potentially risky and time consuming when attempted at the last minute.

Caution at the point of purchase

When you are buying a new piece of luggage and know that it has several air trips to perform with you, physically ensure that the sizes mentioned in fact are what they are supposed to be. Know that manufacturers are not obliged to tell you whether the sizes are legal or not.
