A regular luggage lock can probably protect the bag from stealing, but it is more likely to cause trouble when the Transportation Security Administration (TSA) staffs try to screen your baggage.

Sometime they just find it's necessary to physically inspect the bag and TSA recognized baggage locks are designed to be opened by the security officers with universal "master" keys.

If you fly a lot, you may understand how the security officers try to work hard to ensure every traveler's safety. No one is expecting his / her personal bags being inspected but the officers have the right to do that when in doubt. And if you happen to have a regular luggage lock, it will have to be cut off.
